A 23 slot S class fighter, explorer, or shuttle is all you need now. Just enough room to have everything upgraded and 1 weapon of your choice maxed out. Any more slots are a +. More slots will also mean better positioning for bonuses when adding techs. You can also use a mod to remove and rebuild UN-moveable techs too.

Considering the pool of ships, plus the chance of an S-class spawning, the numbers seems to add up. It's all RNG. I think S-class ships have about a 2% chance to spawn, so you may have to reload many times to get the one you want. Don't bother bouncing around. Just find a 3 star system that is at least "booming" and stay there.
